A non-resident motorist defendant may be served by publication, and such service will be constitutionally sufficient to confer personal jurisdiction by the Arizona court over that person, when diligent efforts have been made to locate and serve the defendant, but have proven unsuccessful.

A non-resident minor or insane or incompetent person may be served in an action involving the use of a motor vehicle in Arizona operated on a public highway in Arizona or who permits a non-resident to operate a motor vehicle on a public highway in Arizona.
